The Leibniz University of Hanover, the capital city of Lower Saxony in Germany, is part of the TU9, the 9 biggest technical Universities in Germany. Since the first bigger eLearning experiences with the ELAN and the HELCA projects many things have evolved in Hanover. Since 2008 the elsa (eLearning Service Abteilung) has founded, as a durable institution for providing the eLearning infrastructure, establishing the services and researching in new technologies.
